All races full?

I was out at 20:00 when the tourny opened. When I returned at 20:20 server time I could only get in 1 race. All others had reached their max. With 30 entries and 2 races per entry 14 horse max in first race and 12 in the other 3 ??? It has been 40 years since I was in school but the math just don't add up.
