it is actually in the game. What may have happened is the when you manually select the track the game defaults to only show tracks the the start is on a straight away. If you check the radio button to show all track you should see it appear. Or select another distance...example 6f on the dirt. Since it is a mile oval you will see it appear.

Yeah, I'm pretty sure it's there. I know a few that aren't listed on here that could be. They have some big stakes too.
in time I am sure they will get added. But Presque Isle downs is a new track I would love to see in due time.

Del Mar is a beautiful track. you can see the beach from the
grands stands.
