Okay horse historians, researchers, and fanatics. In this forum you are the expert and have the floor to argue which flat racers were the best during any decade you wish to argue. Feel free to go back as far as you wish just. Simply state the best horse and the decade. For example Eclipse was the best horse of the 1770's. By the time he was retired the horse won all 18 of his starts and his competitors lacked desire to face him. The timeless phrase by Captain Denis O'Kelly, "Eclipse first, an the rest nowhere," simply captures the essence of the legendary horse's career. Thanks to this horse, others such as Man O War, Sham, and Secretariat benefited mightily from his famous "X factor" or enlarged heart and lungs genetically.

IMHO of all the great horses that ran in the 1980's the best horse of that decade was hands down Landaluce(5 for 5 wins by 7,21,7,10 and 2 lengths respectively). It's funny that she is never mentioned in any of the top horses of all time lists but talent wise she would have been in the top 5 or 10 if not for her early death. You want to talk dream match race, what about Landaluce vs. Ruffian?

Phar Lap, 1926 to 1932. The races he lost were at the start of his career, but after his first win he was unstoppable. He lost his second Melbourne Cup due to the incredible amount of weight assigned to him, (they didn't want him to win, but they wanted him racing to draw the crowds) and it was said by many that it was a wonder he didn't break down. Looking at the footage of his first Melbourne Cup though, he won by a great distance and by greater ease than any other Cup winner, excepting Makybe Diva.
I'm not sure if this is what you meant by flat racing, but if it is, there are plenty of other American horses I can think of that would definately equal Phar Lap. I'm just supporting the Aussies here. :)

Pharlap
A Pom's Tribute
He ran for a country struck down by depression
adored by his people, a national possession
When ‘The Red’ hit the front their despair would subside
replaced by a feeling of wonder and pride;
for not just a Horse this blaze of red light
but inspiring and lifting, a reason to fight
With the contempt of a champion, he toyed with his field
when burdened with lead this horse would not yield
and after his ‘Cup’ grown men were seen crying,
Sixteen months later their hero lay dying
though not before travelling to far away lands
for the world to run with him, the history still stands
of how Pharlap destroyed them with a breathtaking run
and the world stood in awe of Australia’s great son
Oh that final bold surge on the Mexican sand
he vanquished great horses from many a strange land
With might and guns blazing he defied all the odds
and now up above us he runs for the Gods
came across this thought i'd share
luck all rose
