Yes you can.
But most times you will need to run a tourny before your eligable for a restricted tourney.
But the simple answer is yes.

Yes...restrictions apply to tourney race results...if he doesn't have a result over the restricted speed rating he may enter. There are also restrictions on unraced horses too where they cannot enter unless previous raced.

However, Flyingdaaka's horse is currently in a tournament, and as of this current moment, has not run a 100 SR despite his SR at purchase being well over 100. If The Flying One's horse runs to form, and posts an SR over 100, will that disqualify Flyingdaaka's horse from the restricted 100 SR tournament, even though Flyingdaaka has already signed that horse up into the restricted tournament as well ??

As long as your horse is signed up before the said tournament he will still be eligible.

Practice races and initial SRs have no impact on eligibility. The easiest way to determine if you have a horse eligible for a restricted race is to click on the "sign up for..." dropdown on the race detail page. The menu will only display horses which meet the eligibility requirements for that tournament. The race detail page will also tell you whether the race is restricted to horses who have run before under the "Requirements" heading. Remember to pay attention to the boxes which tell you that you will bypass eligibility for insta tournaments for that age should you enter one of your NN PN or FN horses in the race.

Good point Birdzilla, but Flyingdaaka is not foolish enough to enter a 2 year old in an older horse tournament, nor is he prepared to enter this horse into a claiming race as of this time.

if your horse wins and sr is 120 you still will not be disquaified, YOUR horses sr was under 100 at time of entry,, after entry it DOES NOT MATTER what sr you run.....
HOWEVER you will not be allowed in that restricted class again as your horse will now have an sr of 120 in tourament racing...
As the others told you. if your horse appears in drop down box you are eligable to enter the tourament.... all good buddy dont stress..
