The game window is cut off on my computer...I've messed around with the screen dimensions in game options, but it doesn't do anything. The screen is fine while running races, but otherwise, the bottom third of the screen is cut off, which is pretty frustrating since I can't see all the buttons/options. I can't move or minimize the screen enough to do anything, so I'm stumped.
I currently have V3, but this happened with version 2 as well...hmmm.

It sounds like a DPI issue . There are some oter things that can be tried to help with this . I would email support@horseracegame.com and ask paul to help.
Some cases we can get it to work and make all the screens in our horse racing game fit .
I assume you are seeing a screen with buttons pushed off screen as seen in this screen shot:
Our game is designed to use 96 DPI, some large monitor setups are making the "Larger" setting of 120 DPI more common, and it is on the development roadmap to support 120 DPI alongside the more common 96 DPI.
DPI is dots per inch, every operating system has a default value, in the case of Microsoft Windows, 96 DPI has been the default for going on 15 years. It tells the system how many pixels to place on each inch of the screen. Our game was designed for the default value on the menu screens, but currently, oddities can happen when you move to 120 or other DPI schemes. Unfortunately, as higher resolution monitors have come to market, some manufacturers are setting the system default to 120 DPI. This makes items larger on the same size screen.
In order to switch between 96 and 120 DPI, right click an empty area on your desktop and choose "Properties" (Windows 2000, XP, 2003) or "Personalize" (Vista) and you will be presented with one of the following two screens:
Windows XP, 2000, 2003 - Choose the Settings Tab at the Top then Press the "Advanced" Button
Windows Vista - Choose the Adjust Font Size (DPI) on the left
Once you have done that, be sure to set your system to the 96 DPI setting and apply the change. You may be asked to restart your computer before the setting takes affect.
