Study the breeding and distances, choose your Sire and Dam. You go through the purchase proceedure as normal, but later it will say somewhere on the form that no payment is necessary.

When you became a VIP you were given 99,500 community points. You could have used those points for a champoin file but I see you spent some on other items . The good news is as a VIP you can earn 6000 points a day from game play and get the remaining points you need to get free horse file and more. You can also do FREE offers and earn points . Just visit the free points tab on the top navigation. There is some great help content in the get help section . Please check it out
